How much should I replace the hardware, the screen does nothing?

The monitor works, I tried on another computer. Team in power, but also makes no noise other than the hard drive running (eg, no POST beeps.) I $ 155 to spend, I will repair or find on eBay for a new, or scrap pieces of bad (what?) Install and news on a new computer?
