Camera shutter speed and aperture advice?

I'm taking a picture of a fall (there is a small source of our school) and I water fluffy and soft, not sharp as you can clearly see that the drops of dew. My camera is set at 200 speed F3.5 and shutter open by default. When I turn, I see that the water is clear, and I want to smooth. You need a slower shutter speed – 1/15th or less. Most of the slow movement is more blurry, you see. You might have to use a low speed film or ISO setting and / or use an ND filter, it is a sunny day to get a correct exposure, because if you take 1 / 200 @ f/3.5 (1 / 250@2.8 to making the right numbers) that you are looking for something like 1 / 15 @ f/11.
